Alien Tort Claims Act 

This legislation provides a vehicle to go after human rights abusers in other countries, and to bring them to justice in U.S. courts where they must answer for their actions. Non-citizens who were victims in other countries may bring their tormentors to justice in U.S. courts. 

Torture Victim Protection Act

This legislation creates civil liability for any individual who subjects another to torture or an extrajudicial killing.
